Assessment District No. 10-23 (PA18) is bounded by the I-405 and the Laguna Freeway (SR -133) , south of the Verizon Theatre and east of Quail Hill. The assessable property is owned by The Irvine Company. The ultimate development of the area is expected to be 100% residential for-sale properties. While PA 18 is zoned for 750 lots (200 medium and 550 medium-high density), the current development plan includes 608 medium and medium-high density units ranging from attached homes, small-lot single family, motor court single family, and conventional-lot single family homes. The assessment district will fund roadway and utility infrastructure for the development, with a bonding authority of $41 million.
